The 2007 Regular Session of the Louisiana Legislature was a fiscal session, offering a plethora of tax-related bills. Many of the tax bills enacted during the 2007 Regular Session relate to various tax incentive provisions and continuing hurricane relief legislation. This program discusses selected legislation from the 2006 Regular Session, the 2006 2nd Extraordinary Session, and the 2007 Regular Session.
This program includes expert analysis by William M. Backstrom on audio.

This program is divided into four (4) chapters.
Chapter 1 discusses income and franchise tax developments. It examines recently enacted legislation along with several court cases.
Chapter 2 takes a look at changes in the transactional/sales and use tax arena.
Chapter 3 examines tax procedures and other administrative developments. It explores the impact of several revenue information bulletins.
Chapter 4 focuses on the expected outlook for 2008 legislation.
Upon successful completion of this program, the user should be able to discuss a wide variety of recently enacted Louisiana legislation. The user should be able to list various new rules and court cases pertaining to Louisiana law.
William M. Backstrom, Jr., leads the firm Jones Walker Waechter Poitevant Carrere and Denegre's State and Local Tax Practice Group in Louisiana. He has devoted much of his practice for the last twenty years to state and local tax matters both in Louisiana and on a multistate basis. These matters include tax and business planning, utilization of tax incentives, audits, governmental relations, administrative appeals, judicial appeals, and legislative issues. In addition to Mr. Backstrom's state and local tax practice, he also handles controversy matters before the Internal Revenue Service.
Mr. Backstrom is a Board Certified Tax Specialist in Louisiana and is a frequent lecturer and author on a variety of tax topics, including all aspects of Louisiana state and local taxation, as well as state and local tax issues relating to multistate and multinational operations. Mr. Backstrom has lectured at programs presented by the Committee on State Taxation (COST), New York University School of Continuing and Professional Studies, the Florida Institute of Certified Public Accountants/The Florida Bar, the Louisiana Society of Certified Public Accountants, the Texas Society of Certified Public Accountants, Tax Executives Institute, Inc., the Institute of Professionals in Taxation (IPT), and professional education providers. Mr. Backstrom also developed and teaches the State and Local Tax Course in the Graduate Accounting Program (Taxation Specialization) at the University of New Orleans. He currently serves as the Editor-in-Chief, as well as co-author, for the Louisiana Chapter of the Property Tax Deskbook, which is published annually by the State and Local Tax Committee of the ABA Section on Taxation. He also is the Louisiana correspondent for State Tax Notes (Tax Analysts) and is a contributing author to COST's State Tax Report.
Mr. Backstrom is a member of the Advisory Board of the Paul J. Hartman Memorial State and Local Tax Forum, the Advisory Board of Tax Analysts' State Tax OneDisc, and the Executive Committee of the National Association of State Bar Tax Sections. He is listed in The Best Lawyers in America® (Woodward/White, Inc.) in the area of Tax Law.
